Quality affordable housing in an extremely desirable community

The two‑phase master plan will replace 95 aging or condemned units with 204 units of new supply. Phase I received a 2023 allocation of 9% credits, closed on demolition financing, and completed demolition of the existing building in March 2025. It is currently under construction with a projected 100% completion date in Q1 2027. Phase I will include 102 units (all affordable and set aside as LIHTC units) targeting households at 30%, 60%, and 80% AMI, utilizing income averaging. Fifty‑two of the units will serve as RAD replacement units to restore RAD/PBRA units previously lost when the building on the Phase I site became structurally unstable.

Phase II will consist of 102 units of mixed‑income housing. Sixty‑six units will be LIHTC units restricted at or below 50% or 60% AMI, and 36 units will be true market‑rate units. Included among the LIHTC units are 43 RAD units. The Project Team recognizes this unique opportunity to create new affordable housing in Roswell and is therefore not only replacing the existing RAD units but also significantly expanding the number of affordable and workforce units on the sites.

Both phases of this redevelopment effort will be built on the site of RHA’s 95‑unit RAD “Pelfrey Pines” community. Despite its best efforts, Pelfrey Pines is experiencing substantial capital needs and critical structural failures. RHA, the City of Roswell, and HUD have worked together to address this unprecedented situation and collectively recognize that an allocation of credits now would greatly expedite their ability to replace these outdated units with new, amenity‑rich affordable and workforce housing.

Providing safe and affordable housing is the top priority of the team. The community will be designed to provide efficient building types while maximizing resident experience. It will include a mix of 1‑, 2‑, 3‑, and 4‑bedroom units to support a variety of lifestyles and household sizes. Planned amenities include a fully equipped fitness room, mailroom, community room, arts and crafts center, gazebo, and central laundry.

Returning and future residents will have access to a wide range of amenities in one of Georgia’s ten highest‑income communities. Roswell offers some of the top‑performing public schools in the state, along with an extensive network of trails, parks, and nature preserves. The site is within a short walk of two large public parks (Waller Park and Groveway Community Park), a nature trail (Oxbo Trail), and the Chattahoochee River National Recreation Area. It is also close to Roswell’s historic downtown corridor, numerous historic landmarks, and a variety of retail and community assets.

As one of Roswell’s only affordable housing providers, RHA is uniquely positioned to deliver this asset to a community with a critical need for affordable and workforce housing. Pennrose is excited to partner with RHA to help build experience and capacity as a LIHTC developer.
